Seg\u00fan la propuesta, el 50% ser\u00e1 definido por el nivel central y el otro 50% por las gobernaciones, adem\u00e1s de la transferencia de institutos t\u00e9cnicos y tecnol\u00f3gicos a los gobiernos departamentales con financiamiento nacional. El modelo a\u00fan se encuentra en fase inicial, sin fecha definida para su aplicaci\u00f3n plena ni detalle oficial de materias y porcentajes modificables.Entre los argumentos a favor, la medida reconoce que Bolivia es un pa\u00eds diverso y que una curr\u00edcula \u00fanica no refleja las diferencias entre el altiplano, los valles, el oriente y la Amazon\u00eda. Especialistas se\u00f1alan que adaptar contenidos a la historia local, lenguas, ecosistemas y actividades productivas puede hacer el aprendizaje m\u00e1s significativo y conectar la escuela con el desarrollo regional. El propio marco de la Ley de Educaci\u00f3n 070 ya contempla curr\u00edculos regionalizados como complemento del base.Sin embargo, surgen riesgos que generan debate. El principal es que sin est\u00e1ndares nacionales obligatorios, evaluaciones comparables y financiamiento suficiente para las gobernaciones, se profundicen las desigualdades educativas y un estudiante tenga menos oportunidades por el departamento donde naci\u00f3.
