La declaraci\u00f3n se da tras una misi\u00f3n encubierta que permiti\u00f3 la captura y expulsi\u00f3n en septiembre de dos jefes del Primeiro Comando da Capital (PCC): Roberto Prieto Filho, alias \u2018Betinho da Baixada\u2019, y M\u00e1rcio Barbosa da Silva, alias \u2018Bei\u00e7o de Mula\u2019.Seg\u00fan Lopes, el d\u00eda del operativo contra Betinho la Felcn tramit\u00f3 a las 10:00 los allanamientos a su departamento y al de su seguridad, pero a las 11:00 la informaci\u00f3n se habr\u00eda filtrado. El propio detenido habr\u00eda confesado que orden\u00f3 limpiar el inmueble y sacar armas y veh\u00edculos a un condominio. La aprehensi\u00f3n se concret\u00f3 en la v\u00eda p\u00fablica cuando sali\u00f3 de un restaurante, ante la imposibilidad legal de ingresar por la fuerza a su domicilio.El jefe policial brasile\u00f1o asegur\u00f3 adem\u00e1s que efectivos bolivianos le confesaron en reuniones reservadas que existen condominios en Santa Cruz donde fiscales y jueces no emiten \u00f3rdenes de allanamiento, y que al menos 20 l\u00edderes del PCC habr\u00edan logrado borrar sus mandamientos en sistemas judiciales mediante sobornos.
