Lo que ac\u00e1 se va a cumplir es la Constituci\u00f3n, que est\u00e1 por encima del Decreto 5515, relativo a la gobernanza digital\u00bb, afirm\u00f3 Lara, sin precisar c\u00f3mo materializar\u00e1 la decisi\u00f3n. Explic\u00f3 adem\u00e1s que su permanencia ser\u00e1 breve, ya que este martes viajar\u00e1 a Paraguay para suscribir un memorando de entendimiento y reunirse con el presidente Santiago Pe\u00f1a y el vicepresidente Pedro Alliana, por lo que dejar\u00e1 el mando temporal al presidente del Senado, Diego \u00c1vila, para evitar un vac\u00edo de poder.Desde el Ejecutivo, el vocero presidencial Jos\u00e9 Luis G\u00e1lvez aclar\u00f3 que el presidente Paz contin\u00faa ejerciendo funciones desde el exterior mediante mecanismos digitales conforme al DS 5675 y que no corresponde una entrega autom\u00e1tica del mando. Se\u00f1al\u00f3 que la suplencia solo se activa ante impedimento material y mediante comunicaci\u00f3n formal, expresa y escrita. Paz permanece en EEUU desde el s\u00e1bado para participar el jueves en la Asamblea General de la ONU y sostener reuniones bilaterales, entre ellas la ya realizada con el secretario de Estado Marco
