Seg\u00fan su denuncia, la ruta que conecta Santa Rosa con Montevideo, en plena frontera con Brasil, est\u00e1 tomada por el Comando Vermelho, armados hasta los dientes con fusiles, cobrando peaje por el paso de mercader\u00eda y extorsionando a comerciantes bolivianos.El ministro, que primero mencion\u00f3 al PCC y luego precis\u00f3 al Comando Vermelho, dos de las mafias m\u00e1s sanguinarias y poderosas de Brasil, lanz\u00f3 la alerta durante su informe para pedir la ampliaci\u00f3n del estado de excepci\u00f3n. \u201cEsta es la raz\u00f3n por la que estamos pidiendo ampliar el estado de excepci\u00f3n\u201d, sentenci\u00f3 Oviedo, admitiendo que el Estado est\u00e1 perdiendo territorio en la frontera.El presidente Rodrigo Paz respald\u00f3 la denuncia y vincul\u00f3 los \u00faltimos cr\u00edmenes en Santa Cruz con la guerra narco entre el PCC y el Comando Vermelho por las rutas del narcotr\u00e1fico.
