Como presidente nato de la Asamblea Legislativa Plurinacional, asegur\u00f3 que no convocar\u00e1 a ninguna sesi\u00f3n para debatir la reforma constitucional mientras siga vigente el estado de excepci\u00f3n.\u201cConstitucionalmente hablando, no se puede tratar reformas a la Constituci\u00f3n en estado de excepci\u00f3n. Entonces va a ser imposible que avancen estos proyectos\u201d, afirm\u00f3 Lara. La advertencia se basa en el art\u00edculo 140, par\u00e1grafo III de la CPE, que proh\u00edbe iniciar reformas bajo un r\u00e9gimen excepcional.El cruce se da justo cuando el Gobierno impulsa cambios para abrir la inversi\u00f3n extranjera y modificar la justicia, y al mismo tiempo Diputados aprob\u00f3 pedir 90 d\u00edas m\u00e1s de estado de excepci\u00f3n. Lara fue claro: primero debe terminar la medida el 18 de septiembre y el Ejecutivo rendir informe ante la ALP.
