Seg\u00fan la legisladora, la falta de compra e provisi\u00f3n de crudo por parte del Estado impide la producci\u00f3n suficiente de di\u00e9sel, una situaci\u00f3n que tild\u00f3 de lamentable al considerar que las decisiones gubernamentales parecen estar orientadas a favorecer los bolsillos e intereses de empresas privadas en lugar de garantizar la soberan\u00eda energ\u00e9tica.\u200b A su vez, Crisp\u00edn cuestion\u00f3 la efectividad de medidas como el Decreto 5676 \u2014que fija el precio del di\u00e9sel en 18 bolivianos el litro para grandes consumidores\u2014 y revel\u00f3 que existen cerca de 200 decretos emitidos con severos vac\u00edos legales, administrativos y penales.
