Seg\u00fan Rivero, la C\u00e1mara se debate entre un sector consecuente que trabaja dentro de sus limitaciones, un grupo de legisladores que cambia de decisi\u00f3n seg\u00fan las cuotas de poder u oportunidades de gesti\u00f3n ofertadas, y un bloque de intermediarios vol\u00e1tiles que se acomoda seg\u00fan la coyuntura.\u200bLa parlamentaria advirti\u00f3 que esta din\u00e1mica de captaci\u00f3n individual no sustituye a los acuerdos pol\u00edticos formales y solo genera un escenario ca\u00f3tico que debilita la gobernanza en el pa\u00eds.
