Este martes 28 de julio el Banco Central lo fij\u00f3 en Bs 11,54, 17 centavos m\u00e1s que ayer y Bs 1,81 por encima de los Bs 9,73 con los que arranc\u00f3 el nuevo esquema el 29 de junio. En casas de cambio y el mercado paralelo la divisa ya se vende hasta en Bs 11,60.El economista Gonzalo Ch\u00e1vez critic\u00f3 duramente la gesti\u00f3n del BCB: \u00abUna cosa es tener un tipo de cambio flexible y otra dejar al d\u00f3lar subir por las escaleras\u00bb. Asegur\u00f3 que la flexibilidad real implica que el d\u00f3lar tambi\u00e9n baje, y propuso instalar una banda cambiaria con intervenci\u00f3n del Banco Central para frenar la volatilidad. Analistas como Rub\u00e9n Arias y Germ\u00e1n Molina coinciden en que el problema de fondo no se solucion\u00f3: persiste la escasez de d\u00f3lares, bajaron las reservas internacionales, hay poca oferta y falta de confianza. A eso se suma una demanda acumulada, menor ingreso por gas, d\u00e9ficit fiscal y un mercado cambiario \u00aboligop\u00f3lico\u00bb.
