Identific\u00f3 3 puntos cr\u00edticos que, seg\u00fan su an\u00e1lisis, ponen en alto riesgo derechos y libertades: estados de excepci\u00f3n que pueden superar las 72 horas y debilitar el control del Legislativo, la \u201cpresunci\u00f3n de legalidad operativa\u201d que traslada la carga de la prueba a las v\u00edctimas, y la exclusi\u00f3n de la Defensor\u00eda como instancia de vigilancia durante la medida.Callisaya fue directo: \u201ccualquier limitaci\u00f3n a los derechos debe tener una mirada restrictiva porque, de lo contrario, puede haber desbordes\u201d. Advirti\u00f3 que presumir legalidad en el accionar de polic\u00edas y militares podr\u00eda desalentar denuncias por abusos.
