Sin embargo, la escasez en el mercado interno y las largas filas en las ciudades han generado preocupaci\u00f3n entre los ciudadanos.El Gobierno atribuye la escasez al contrabando y al acopio ilegal de garrafas, que son vendidas a precios mucho m\u00e1s altos en pa\u00edses vecinos como Per\u00fa, Argentina y Brasil.
