Seg\u00fan Espinoza, el transporte mar\u00edtimo no es viable debido a los largos tiempos de entrega, que podr\u00edan superar los 60 d\u00edas, adem\u00e1s de poner en riesgo la disponibilidad de cr\u00e9ditos necesarios para atender la demanda de la poblaci\u00f3n. La estrategia contempla el ingreso del combustible a trav\u00e9s de rutas terrestres que atraviesan Per\u00fa, Paraguay y Argentina.
